Programmer Needed for Online Lead Gen Degree Portal

Hello-
This is an official RFP for a high-end online degree portal. I need a programmer(s) to implement, build and optimize via SEO/SEM, a lead generating and highly trafficked online degree portal that captures and delivers data to online and campus based schools in North America looking for enrollment leads. Programmers with examples of EDU/Mortgage/Loan websites or any other quality lead based portal experience will be given preference.
This project would also involve developing/implementing a real-time or batched delivery system and backend lead management solution. Once the project is successful it could turn into a long-term business relationship as I would need a tech person to maintain and update the website and lead delivery platform on a daily basis. I am in Business Dev and Sales in the Lead Gen/Online advertising industry and am pretty much tech illiterate!
Please include TOTAL pricing (Hourly, Per Project etc) for the project including:
• Building site from scratch
• Lead delivery platform
• SEO/SEM, link building, search rankings etc. Getting this site TRAFFIC!
• Integrating and updating relevant Educational articles and content occasionally
• Daily site upkeep and help with any tech problems, broken links, lead delivery etc
